Lower minimum scalable size to 0.001m

Smaller scalables

While the scalables use 0.001m steps when scaling, the minimum scalable size of 0.01m doesn't seem logical, and is often huge, adds unnecessary hex editing, so it will be better to have 0.001m be the new minimum scalable size.
